Textbooks will be free in Madrid from the 2018-2019 academic year: how to participate in the loan program

Upgrade: Finally, during the next academic year, the Accede program will cover the needs of disadvantaged families as a priority. The loan program is expected to be extended to all students during the 2019-2020 academic year.

We already tell you at the end of the last school year that the Community of Madrid had passed a law whereby textbooks will be free for the 2018-19 academic year. Some schools have already begun to inform families of this service, and others will be doing so soon.

To participate in this program it is necessary for the student to register previously, and undertakes to care for and preserve the books and curriculum material used throughout this course. These books will be delivered to the center at the end of the academic year, and in return they will receive free of charge the necessary material corresponding to the next course.

Conditions and requirements for the loan of books

The Community of Madrid schools have already begun to inform families of the conditions of the Accede Program, through which Primary, ESO and Basic Vocational students of the centers held with public funds, may have free of charge books and curricular material they need for the next academic year 2017-18.

To get the free book package, families must enroll in the program and at the end of this course, the child will have to donate all correctly preserved books to the school.

Any family can participate in the loan program, but prior registration is necessary, so we advise you to be aware of the notifications that will come soon from your schools.

Every school will create a book bank which will be supervised and managed by a commission dependent on the school board, and by a commission to monitor the Administration.

The Accede program, in addition to assuming a financial support for families, with a saving per child and a course of between 250 and 300 euros, it aims to educate the students on the importance of taking care of the material and valuing the investment made in their education, promoting solidarity between partners and sustainable development.

What kind of books and material will be provided?

The teaching material that will be provided following the Accede program is classified as:

  • Textbooks

  • Digital textbooks

  • Curriculum material, such as atlas, reading books, exercise books, audiovisual media and scientific instruments, newspapers, magazines or periodicals

  • Own curriculum material designed by teachers or other teaching professionals, in print, audiovisual or digital support

Teaching materials not susceptible to being reused are excluded from the loan system in subsequent courses, except for the exceptions indicated for the first two Primary Education courses and students with special educational needs.

Students who adhere to the program must be responsible for their books and material, take care of them and turn them in at the end of the course in perfect condition. If the child lose the borrowed books or the Management Committee will consider that they have suffered some kind of deterioration due to misuse, the student will be obliged to replace them.

Future proposals

As indicated in the Official Gazette, the Community of Madrid undertakes to develop other programs so that, as soon as possible, the rest of the basic school material (including non-reusable, fungible or stationery school supplies) Be also free.

Equally, the free textbook law will be extended within a maximum period of two years for other non-mandatory stages, such as Infant Education, Baccalaureate or Vocational Training of medium or higher degree in public centers.
